During the period of 11 -12 /Sep / 2014 , the” Southern Silk Road about International Trade Logistics & Finance Seminar “ was joint- held by the Community Support Foundation Thailand (CSFT) and China Kunming International Logistics & Finance Association (ILFA) in Kunming , China . Including the representatives from Asia-Africa Foundation (ASAFO) 、GMS Freight Transportation Association (GMS FRETA)China Office、China Kunming Opening Asia Transportation Logistics Research Institute 、GMS Business Council 、Royal Thai Consulate General in Kunming、Kunming Rare and precious Metal Exchange Ltd.、Kunming FangXiang Pearl Logistics Ltd.、China Yunnan University IES Center 20 persons attend this seminar .
The purpose of this seminar is to explore the possibility and operability of the international trade and logistics chain between the Yunnan Province of China 、Thailand and Africa . During this period of time , all the attenders had full opinions exchanges and discussion in the issues about China Southern Silk Road、21th Century Maritime Silk Road 、Silk Road of Africa、(Trade、 logistics and financial model of Yunnan characteristic agricultural products and the advantages commodity export to GMS countries and Africa﹚ 、(Trade、 logistics and financial model of Advantages commodity from GMS countries suck as Thai Rice and rubber export to the southwest of China and Africa ﹚、(Trade、 logistics and financial model of Africa minerals export to China﹚、(The construction and operation program of international logistics zone of GMS countries and Africa ﹚、(Cross-border financial service program﹚….etc.,and all the attenders summarize the conclusions as below for memories :
(I ) Concept
1.About the Southern Silk Road (SSR):
From the China side : The SSR is the land bridage Channel start from the ChengDu City of Si Chuan Province , China. through the Kunming City of Yunnan Province connected with the GMS EC and BCIM EC area to the Indian Ocean . this SSR connected with 21th Century Maritime Silk Road and Africa Silk Road and this connected area compose of the Pan Asia Economic Zone .
2.About the 21th Century Maritime Silk Road (MSR):
From the Thai side : The MSR is the economic belt start from the Fujhou City of China through the South China Sea 、GMS countries to the Indian Ocean then connected with the Africa Silk Road .
3.About the Strategic Maritime Distribution Center System (SMDCS) :
From the Thai Side : SMDCS is base in Thai as a platform , push China to build the Grain storage system in 7 Africa countries , distribute rice and commodities to Africa and in the mean time to carry the minerals from Africa to China , so it could lead the win-win situation between China Maritime Silk Road and Africa Silk Road .
(II) Market Demand
1.China Yunnan Market Demand
1.1Import the Thai Rice and Rubber from Thai, also the minerals、natural Gas and crude oil from Africa .
1.2Export the Vegetables to Thailand and commodity to the Africa countries .
1.3Build up the overseas investment base 、 trade settlement in RMB.
2.Thai Market Demand
1.1Import Vegetables 、biological medicines and commodities from China
1.2Export Thai rice 、rubber 、jewelry and fruits
1.3Need the infrastructure investment such as railroad .
3.Africa Market Demand :
1.1Import rice 、 commodity 、mechanical and electrical equipment and Drugs.
1.2Export minerals 、 crude oil and natural Gas .
1.3Infrastructure investment such as harbors.
(III) Questions
1.Lack of a international supply chain system connected the China Southern Silk Road 、China Maritime Silk Road and Africa Silk Road .
2.The Yunnan Province of China need to further construct the open economy system and actively participate in the international rules .
3.Thailand need a more stable political situation , to enlarge her function in GMS countries , and in the same time to push the facilitation of Transportation of Kunming – Bangkok Economic Zone .
4.Africa 7 nations short of the capital and ability to build international logistics zone which can lower the cost of grains and minerals .
(IV) Action suggestion
(一) China and Thailand government department
1.The government of Thailand and Chinese government should strengthen cooperation, encourage the enterprise to joint-venture the railway project such as : Thai side provide the land and tax policies , China side provide the technology and funds , in the same time , the railroad project can list in Thai stock exchange also issue bonds in China for the raising money ,to the end , both side can running the railway together , in this way , Thai can start the 2 railway construction as soon as possible .
2.China 、Lao and Thailand transportation department should signed the Kunming Bangkok highway facilitation transport agreement : support the China 、Lao and Thai private sector mechanism to play a important role in this agreement .
3.Support the ILFA、CSFT and ASAFO joint study the project and push the logistics policy docking between Yunnan Province and Thailand .
4.Support ILFA launch the market-oriented GMS fund , both CSFT and ASAFO join this fund to raising the money for the GMS land port and Africa harbor logistics zones .
5.Encourage the Thai congress to complete the legal process of CBTA as soon as possible .
6.Support the ILFA "China –South Asia International Financial Cooperation Mechanism " to serve for the inter-governmental financial cooperation , and support ILFA launch the Pan Asia Stock Exchange to funding for the infrastructure between BCIM and GMS regions , and also service for the product connection between exchanges in this regions .
7.Encourage the Commerce department of China to increase the import Quota of Thai Rice and natural rubber .
8.Support the cooperation of ILFA and CSFT as a platform to encourage the enterprises from both sides to concentrate in the border economic zone and international land port to form the industrial cluster , and department of the foreign affairs from both sides support the these two NGO to organize these actions .
(二) The Strategy of Action from ILFA 、CSFT and ASAFO
1.The three parties establish the cooperation relation to study the SMDCS project , facilitating Africa countries import the rice from GMS countries .
2.ILFA think the SMDCS is just a initial thinking , need to supplement from all dimensions including :
2.1Related harbour and logistics policies in these Africa 7 nations .
2.2The trade partner and agencies with these Africa 7 nations .
2.3Offical support from these countries .
2.4Study with ILFA from now to amend the content to make it possible .
3.Three parties agree to establish the SMDCS study group to explore the related SMDCS issues .
4.Raising money from the related enterprises to move forward.
5.Get the support from the government : all the attenders agree to strengthen the communication in the base of this "minutes of meeting " , all the attenders agree to deliver this "minutes of meeting “ to the " Yunnan and North of Thailand working group meeting " and " GMS leaders summit held in Bangkok " this year.
